Managing Quantity Surveyor – Water Infrastructure Projects

Due to the award of a significant long-term water infrastructure framework in Wales, a leading Tier 1 civil engineering contractor is seeking an experienced Managing Quantity Surveyor to support the successful delivery of major clean water and wastewater projects across the region.

This is an exciting opportunity to join a highly respected contractor delivering essential infrastructure projects that will improve network efficiency, upgrade ageing water assets, and reduce environmental pollution in rivers and coastal waters.

With substantial investment planned across the UK water sector over the next five years, this role offers long-term job security, career progression, and the opportunity to play a key role in delivering critical infrastructure improvements.

The business is experiencing sustained growth and can offer a clear pathway to Commercial Manager within the next two years for the right individual.

The Role

Reporting to the Commercial Manager, you will lead the commercial management of a programme of design and build water infrastructure projects delivered under NEC contracts. Working as part of an established commercial team, you will collaborate closely with Project Managers, operational teams, clients, and supply chain partners to ensure successful project delivery and commercial performance.

Key Responsibilities
Lead the commercial management of clean water and wastewater infrastructure projects
Carry out value engineering initiatives to maximise project profitability and efficiency
Prepare and manage cost forecasts, budgets, and financial reporting
Procure and manage subcontractors and professional service providers
Draft and negotiate subcontract agreements and terms of engagement
Manage compensation events, change control, and contract administration under NEC contracts
Build and maintain strong client relationships
Support the development and delivery of margin improvement plans
Monitor and improve cash flow performance and work-in-progress (WIP) management
Prepare, negotiate, and agree final accounts
Provide commercial support for bids, tenders, and PQQ submissions, including technical responses where required
Mentor and support junior commercial team members where appropriate
Requirements

To be considered, you will ideally have:

Degree qualified in Quantity Surveying or a related commercial discipline
Experience working as a Senior Quantity Surveyor, Managing Quantity Surveyor, or Commercial Lead within civil engineering, utilities, infrastructure, water, or major construction projects
Strong working knowledge of NEC contracts
Proven experience managing project finances, subcontract procurement, and commercial risk
Excellent stakeholder management and negotiation skills
A stable employment history with recognised contractors within the UK construction or infrastructure sectors
Ambition to progress into a senior commercial leadership role
